The methodology of drawing up development strategy exemplified by Lubelskie province

Regional government constitutes statutory subject liable for carrying on development policy in the region. This article presents method of drawing up strategy, seen from the angle of current experience, in the face of changing domestic and European factors. The material includes the author's version and vision of work designed to create fundamental strategic document of the region. The article sees the possibility of adaptation of proposed solutions of regional policy both in Poland and the European Union while laying particular emphasis on the new perspective after the year 2013. The study is based on past experience, conclusions and diagnosis of research concerning this area, the results of public debates and documents of European Union. As the examples of these sources can be listed: F. Barca's Report, Problem document concerning the future of cohesion policy, Report-Poland 2030, National Strategy for Regional Development (NSFRD), Concept of new regional policy in Poland. The article shows formal legal factors and formulates methodology basis, the rules how to draw up strategies showing work organization and also the way of achieving target document of the strategy so-called 'new generation.'

Uncertain Data Modeling: The Case of Small and Medium Enterprises

A new procedure for combined validation of learning models – developed for specifically uncertain data – is briefly described; it relies on a combination of resubstitution with the modified learn-and-test paradigm, called by us the queue validation. In the initial experiment the elaborated procedure was checked on doubtful (presumably distorted by creative accounting) data, related to small and medium enterprises of the Podkarpackie-region in Poland. Validated in the research learning models were completed in the form of decision trees and sets of production rules. Correctness of both type of models (trees and rules) was estimated basing on the error rate of classification. It was found that false-positive classification errors were significantly larger than false-negative ones; the difference discovered by validation procedure can be probably used as a hint of fraud in the evaluated data.

ControlSem – distributed decision support system based on Semantic Web technologies for the analysis of the medical procedures

The enormous number of data stored in large, relational databases makes the exploring, querying and reporting processes difficult. The database queries executed on redundant, incoherent, and contextless data may cause erroneous results. The Semantic Web (SW) technology has been considered to solve the problem. In this paper we propose ControlSem - the semantic oriented system architecture for controlling medical procedures. We performed the set of inference tasks that confirmed the usefulness of the SW technology. The experience with ControlSem modeling can be used for implementation of solutions to the contextual data integration and analysis

Unemployment rate of Lublin voivodeship powiats in the years 2002-2009. Spatiotemporal analysis.

In the paper spatiotemporal analysis of unemployment rate in powiats of Lublin voivodeship in the years 2002-2009 was presented. Selected methods of spatial econometrics were used to verify the hypotheses of agglomeration effect and hot spot existence. Two clusters were identified – high and low unemployment rate. Some modifications of presenting spatiotemporal data in two-dimensional tables were applied to improve the readability of the information.

The DiffServ network simulation with packets priority differentiation based on Hurst parameter of the video stream

The paper show the simulation results of video streaming over the DiffServ network. It also presents the video sequences test methodology that uses an EvalVid package and DiffServ simulation in NS-2 network simulator. The results obtained allowed to calculate the basic quality parameters of moving picture received over the network, such as: PSNR, MOS, loss, delay and jitter. Final results of research show that the using of the proposed idea, consisting in setting the packets priority in a dynamic way, leads to improve the video streaming quality, compared with the traditional static approach.

The processes of adaptation and restructuring of the cooperative banking sector during the transition and market economy building

The article is an attempt to characterize the structure and organization of cooperative banking sector in transition and market economy building process. Adjustment processes carried out between 1993-2009 have led the stabilization of the economic and financial situation of cooperative banks and fulfilled all conditions in the scope of precautions supervisory standards. The paper presents also the position of cooperative banking against the polish banking system. The subject of analysis of the last part indicates the occurrence of impediments to activities as well as elements which may lay the foundation for further strengthening of cooperative banking market position.
