Spatial planning vs. crisis of space

The crisis of space is a state of multiple structural conflicts between various entities operating in space. This phenomenon is growing as a result of the increase of spatial needs, being the consequence of social and economic development. By assumption, spatial conflicts are to be eliminated with the use of spatial planning. In reality, however, this planning does not eliminate spatial conflicts. It only settles them and prevents their strictly physical manifestations, but it does not remove actual conflicts of interests between space users. What is more – it even creates new mechanisms of these conflicts. This means that the crisis of space is an objective and unavoidable phenomenon.

The Investment Competitiveness of Polish Voivodeships in 2008

The main purpose of the article is the comparison of investment competitiveness in Polish private sector and public sector. In the study there is proposed the application of Revealed Investment Advantage Index according to the sections of Polish Classification of Activities (PKD). The values of the Revealed Investment Advantage Index calculated for each Polish province are basis for the application of correspondence analysis. The correspondence analysis lets to create profiles of Polish voivodeships so that observations in the same group have the similar investment competitiveness by PKD sections. The results of analysis will be helpful for finding the kinds of activities which are most effectively invested or need capital investment. The data used in the paper is taken from Regional Data Bank of the Central Statistical Office in Poland.

Polish Provinces as e-regions in comparison with the Euroepan Union

In the paper the position of Polish regions in comparison with countries and regions of the EU which are the most advanced in creation of e-economy was presented. Moreover, to the article the term 'e-region', that is a region exceeding 4% of high technology services in general employment, was introduced. These regions constitute 12,7% of NUTS 2 UE 27 regions, among them there is the Mazowieckie voivodeship. Carried out research showed strong correlation between the GDP rate per inhabitant and the development of high technology services in the region and negative correlation between the development of high technology services and the participation of agriculture in employment.

Demographic transformations of the rural population of Lubelskie Province in 2000-2008

At the beginning of the 21st century there is a lot of research concerning the demographic processes in rural areas of Lubelskie Province. The article presents diversification of particular elements of natural movements of rural population. Moreover, the article shows disproportion between individual districts of Lubelskie Province, furthermore, in the article there is also analysis of their demographic types in 2000 and 2008.

The evaluation of instruments responsible for improvement of regional attractiveness for investors in Chełm-Zamość subregion

The European Union is one of the best developed area in the world. In spite of this there is a big differentiation of the level of regional economic development and Lublin Region still remains one of the poorest regions of the united Europe. One of the purposes of European policy is to reduce these differences by, among other things, making poor regions more attractive for investors. The aim of this article is to present opinions of entrepreneurs from the Chełm-Zamość subregion of Lublin region about instruments responsible for improvement of regional attractiveness for investors.

The determinants of sources of investment financed by local government units as exemplified by Zamość Town

To realize investment projects by local government units (LGUs) their financial sources are needed, as the example of these sources can be listed: budget earnings, the participation of inhabitants and private subjects in realization of public investment, budget surplus in previous years, target funds, foreign aid funds, credits, loans, leasing, community bonds. Among the most important internal factors which determine the source and the ways of investment financed by LGUs can be listed: 1) the size of LGUs measured by their area and number of inhabitants, 2) location and land development, 3) economic potential (eg. the number of economic subjects), 4) financial situation, rating assessment, audit assessment of the particular subject, 5) taken strategic position, 6) the level of innovation and pro-investment behaviour, 7) the style, methods and techniques of management, 8) employees' abilities and the competence of the management, 9) organizational culture, 10) experience in cooperation with financial institutions, business environment, non-governmental organizations and local society. Since 2004 Zamość Town with external support has realized investments which come to a total of 391 815 832,27 zlotys, worth mentioning is that 268 875 919,20 zlotys were paid by the UE, EEA, MF and state budget. Debts optimalization, the application of innovative financial sources of own contribution let Zamość town win next projects. Moreover, Zamość town constitutes a good example of diversification of investment of financial sources in LGUs.

Moving picture transmission system over the Internet as a hierarchical complex system

Moving picture transmission system over the Internet is seen mostly as a simple system now, and its individual components are tested independently of the others. According to the author, the aforementioned system is a complex system that creates a structure consisting of three basic layers. These are: the source, transmission channel and network nodes. Each of these layers separately, is also a complex system, and the whole transmission system is in fact a complex hierarchical structure that exhibits fractal characteristics. Therefore, the individual layers of the transmission system should be considered together and not separately, as assumed in most current research directions. This implies a need to use research tools and design methods suitable for the complex systems. The article presents the idea of autonomic computing as a design method for complex systems, leading to improve their performance. The paper presents a proposal for adaptive management of service quality during video transmission as well. It assumes the use of higher order phenomena, which has not taken into account so far.
