Regional aspects of economic growth in Germany and Poland. An attempt of comparison

The rationale behind examining economic growth and its factors results primarily from the role they play in broadly understood economic welfare. Exploring complex issues of economic growth requires applying an eclectic and flexible approach, which accommodates various view points and accentuates different growth dimensions by linking theories with empirics. The following paper can be regarded as such attempt. It lays down five pillars’ perspective for looking at economic growth – supply sided one encompassing elements such as productivity, capital intensity or employment; sectoral one referring to main sectors’ contribution to economic growth, business cycle ones which relates to demand side; as well as determinants influencing region’ economic shape such as unemployment or inflation and finally determinants of knowledge based economies reflecting regions' equipment with students population or R&D sector size. The first part outlines the scheme integrating various growth determinants and grouping them in five modules influencing economic growth directly and indirectly. This scaffolding lays foundation for elaborating the composite as well as partial indices. Results of carried estimations which take into account both static and dynamic dimensions are presented in the next part. The obtained figures indicate the existence of interregional differences as far as economic growth potential is concerned. Values of economic growth composite index ranges in Germany between 0,25-,054 and in Poland between 0,18-0,62. The results point out that whereas in Germany these Bundesländer, which reveal the lowest values of current partial indices (reflecting region's position in terms of particular growth determinants) have simultaneously the most favorable dynamic. Such relation cannot be discerned in Poland. Though, in both countries the “leaders monotony”, i.e. frequent featuring of few selected regions in the best class, is apparent, primarily in Germany and to lesser extent in Poland.

The effects of economic crisis of years 2007-2009 on real economy of Poland in comparison to the European Union

The aim of the article is to present the scale of influence of economic crisis of the years 2007-09 on the real economy of Poland in comparison to the changes the EU went through during this period. The authors analyzed chosen areas of real economy of Poland. Chosen indicators showing changes on goods and services and also labour market were analyzed. These indicators in-cluded GDP and its main components, economic activity, unemployment and employment. Cyclical (short-run) and structural (long-run) effects of the crisis were shown, i.e. potential output, natural rate of unemployment and also the changes in the structure of GDP and labour market during crisis. The results were compared to the influence of previous recession, in years 2000-2001, on Polish economy and also to the situation of other EU countries. Eutostat and CSO of Poland data were used. The main finding of the article is that the results of the crisis will remain strong in year 2011. It is the consequence of lagging con-sumption, investments and negative changes in the labour market. However, the situation of Poland is much better that the EU concerning the influence of the crisis on long-run economic growth. European Union approached zero long-run growth and its dynamics may stay low in following years.

Determinants of public-private partnership development in opinions of local government represenatives in slaskie and lubelskie voivodships

The study includes results of the questionnaire survey carried out in 2010 among 73 representatives of local governments in the Slaskie and Lubelskie voivodship. The survey focused on the assessment of determinants development in public and private partnership. Public-private partnership could be seen not only as a method of financing public infrastructure but also as a tool to increase efficiency of public services. Unfortunately cooperation between public and private sector is not easy and there are many problems. In spite of the fact that public – private partnership is available to all local governments, there are some difference between voivodships in perception and assessment of partnership.

An Influence of Institutions of Business Environment on the Development of Small and Medium Enterprises in the Lublin Region

In the times of knowledge-based economy, the cooperation of small and medium enterprises with companies offering assistance in consulting, training, information and support implementation of innovative solutions and modern technologies became indispensable. In the article a potential of institutions of business environment in the Lublin region and a scope of provided ser-vices for small and medium enterprises were presented. The analysis of data available and the results of the self made research indicated a limited scope of cooperation of small and medium enterprises of the Lublin region with institutions of business environment, characterized by a less dynamic activity in comparison to the country average, insufficient availability and an inappropriate scope of offer. At the same time dependence between a level of cooperation of small and medium enterprises with institutions of business environment and development of companies was shown. An assumption that one of key limitations in the development of small and medium enterprises in the Lublin region is an insufficient support of institutions of business environment was verified. Based on results of the research conclusions and recommendations were made to initiate required changes in the activity of institutions of business environment in the Lublin region and effects resulting from those changes leading to the development of small and medium enterprises and improvement of the economic potential of the Lublin region were presented.

Tourist infrastructure in lubelskie province compared to Poland tourist infrastructure in 2003-2009

Selected issues concerning tourism in Poland and Lublin voivodship have been discussed in the article. Based on the statistical data from years 2003-2009, referring to the number of collective tourist accomodation establishments, the number of beds and the number of tourists accommodated, some changes, also regional, have been presented. In the text, there have been indicated unfavourable tendencies in the field of tourism taking place in recent years in Lublin voivodship – the number of tourist facilities, and also the number of beds for tourists is decreasing. The phenomena are accompanied by a positive symptom, though – a rise in the number of tourists accommodated in collective tourist accommodation establishments. The information included in statistical tables points to a position and importance of voivodships in Polish tourism and individual poviats in Lublin voivodship as well.

The specificity of lifestyle in Zamosc – an interdisciplinary approach

In numerous psychological theories we can see the comparison between urban and rural life style (Wirth, Milgram, Barker, Levine, Wiseman et al.). Undoubtedly these differences are also apparent between towns. This article aims to demonstrate the specific life style of students in Zamosc and research of perception in the consciousness of city residents. The study uses soft indicators grouped into four dimensions: the pace of life, environmental stress, social relationships and the preferences of public space. It was concluded that the character of the urban environment in Zamosc has a low overload, and therefore is healthy for the human psyche. Inhabitants live slower, often use with public space, and their social relationships are stronger. The tool developed for this research obtained a very high discriminatory power (0.898).

The study of images self-similarity using the method of fractal analysis

Evaluation of the complexity of test images can be realized e.g. using fractal analysis which provides a quantitative measure in the form of fractal dimension. This parameter is closely related to the Hurst exponent, which describes the level of image self-similarity. In the article the results of self-similarity of images observed in nature, images depicting the effects of human activity and the texture have been presented, where the box-counting method in order to estimate the fractal dimension was used. The results obtained showed that the Hurst parameter can be used for classification of images belonging to such categories that in the study were used.
