Complementarity in the Regional Operational Programme of Opolskie Voivodship 2007-2013 as a Tool to Enhance the Effectiveness

The aim of the article is to point out that the implementation of the complementarity principle is one of the main tools for increasing the effectiveness of the realization of the region’s developmental objectives. The article is based on the assumption that complementarity, as one of the implementation tools, provides greater effectiveness and thus leads to the existence of synergy. At the same time, on the basis of the experience from the 2004–2006 and 2007–2013 programming periods, the effects of public intervention according to the integrated effectiveness concept has been examined. As a result of this analysis, the idea has been formulated that the development management in the region has a multi-threaded aspect, hence achieving an integrated effectiveness is possible taking into account different criteria and properly adapted tools. The test method used in the article is an analysis of the exisiting state. As a result, the thesis in question has been proven a solution has been proposed for the formulation of a new multicriteria model of integrated effectiveness.

Challenges for Regional Statistics and Cohesion Policy Debate

With the approval of the Lisbon Treaty the scope of cohesion policy has changed — social and economic issues have been complemented by a territorial aspect. During the ongoing discussion on this topic it is necessary to more strongly emphasize the role of public statistics as a data source, essential for the policy objectives’ creation, monitoring and evaluation. The presentation outlines the key directions of Polish regional statistics development — from organizational change to actions and initiatives. Organization of regional statistics in Poland constantly adapts to the changing needs of stakeholders. The basis for providing effective information services is the integrated co-operation of many public statistics service units. Therefore, Regional Surveys Centres in all voivodships were established. The methodological works undertaken in the field of regional statistics should also be mentioned. In the context of monitoring and implementation of development policy strategic objectives an important initiative is developing a new typology of communes, already in the final phase. Other works concern the development of indicators. Constant improvement of publicly accessible databases like Local Data Bank should not be forgotten. The summary of the presentation will be an attempt to reflect on the challenges determined not only by changing of socio-economic or political issues, but also resulting from new technical possibilities.

Cluster-Based Policy at European Union and Poland Levels

Cluster-based Policy is defined as a grouping of activities and instruments used by the authorities at various levels for the improvement of the level of competitiveness of the economy by stimulating the development of the existing cluster systems or their creation at first and foremost the regional level. We can enumerate various types of cluster-based policies. This kind of policy can assume various forms and put pressure on different problems. The main aim of article was to answer the question: What are the key instruments and assumption in cluster-based policy making?

Evaluation of Development Policy Efficiency in the Scope of Economic Activation in Opolskie Region

This paper looks at the issue of the evaluation of development policy efficiency in the scope of economic activation. The main goal of the paper is to evaluate the efficiency of development policy connected with economic activation in the Opolskie region. It consists of two parts. The first relates to the issues concerned with economic activation and its importance in efficient creation of development policy, together with its evaluation. The second part includes an attempt at quantitative evaluation of the effectiveness of development policies in economic activation, particularly in the area of SME sector development. The main tools of statistical analysis used to determine the level of development of the SME sector is a multidimensional method of comparative analysis.

The Influence of Economic Structural Changes on the Regional Labor Markets in Poland between 2005–2010

The paper concerns changes taking place on regional labor markets in Poland in the years 2005–2010. The most important factor affecting the labor market was the accession of Poland to the European Union in this period, as it evoked the need for adjustments of a structural character. The statistical analysis presented in the paper is based on the data published by GUS (Central Statistical Office) in the Statistical Yearbooks of Regions and includes: changes of the employment sector level and structure and changes of the work productivity and wages level. The basic hypotheses were the statements that in the analyzed period there was an improvement in the employment structure according to sectors, differences in wages between the regions decreased and there was a relation between work productivity and wages. On the basis of the statistical data concerning the period 2005–2010 it was determined that, among the research hypotheses stated, only the third may be considered fully confirmed. Most of the data questions the hypothesis about the decrease of regional differences in the situation on the labor market. The changes of employment structure were only beneficial in terms of the fall in the share of employment in the second sector (heavy industry and construction) as well as the growth in employment in the third sector (services). The period of five years of 2005–2010 also brought increase, although contrary to the expected long-term tendencies, in the share of employment in the first sector.

Selected Fiscal Implications of Labor Migration and Remittances (Example of Opole Voivodship)

In this paper the results of estimates on the fiscal impact of labor migration and remittances are presented for Opole Voivodship. For this purpose, on the one hand, an estimation was made of the amount of indirect taxes which affect the Polish budget by the spending of part of the income earned abroad by migrants from Opole Voivodship in Poland. On the other hand, an estimation was made of the losses for local governments, due to the non-payment of income tax in Poland by economic migrants from the Opole region. Although the estimates require a variety of assumptions and simplifications, it was possible to identify a range of losses incurred by the region due to migration.

Factors Affecting EBIT of Companies Engaged in Quarrying of Stone in Opolskie Voivodship and Dolnośląskie Voivodship

A study of profitability of enterprises is an issue of great importance. The paper focuses on examining the strength and direction of the impact of the factors influencing the Earnings Before Interest and Taxes (EBIT). The article presents the multiple regression model in which EBIT is the dependent variable. Correlation analysis and regression analysis were conducted on the basis of data received from the years 2007-2010 for companies engaged in quarrying of stone in Opolskie Voivodship and Dolnośląskie Voivodship, representing 08.11 class of PKD (quarrying of ornamental and building stone, limestone, gypsum, chalk and slate) and 08.12 class (operation of gravel and sand pits; mining of clays and kaolin).

Assessment of the Financial Condition of Companies Manufacturing Fabricated Metal Products in Opolskie Voivodship in the Context of Regional Development

The identification of the financial condition of a company is very useful. The main purposes of the study are: (1) usage of a Polish model of discrimination analysis in the assessment of the financial condition of companies involved in the manufacture of fabricated metal products, except machinery and equipment (division 25, PKD 2007) in Opolskie Voivodship, (2) the financial situation estimation of analysed enterprises with high bankruptcy probability with the usage of ratio analysis. The study uses data from Monitor Polski B.

Methodology of External Costs Evaluation of Energy Production in Local System

The aim of the article is a proposed methodology of external costs evaluation with the use of a methodology based mainly on European Union research studies. The basis is the method of the impact pathway approach on advantages of incumbent environmental services introduced in the first part of article. The procedure of external costs evaluation of energy systems of communes and administrative districts is discussed in the second part, with particular regard to recommended solutions at individual stages of procedure.

Activation Tools of Social Capital in a Region

Empirical evidence is growing which shows that social capital contributes to economic development on local and regional scales, and is an ubiquitous component and determinant of progress in many kinds of development projects and an important tool for poverty reduction. Today, the importance of social capital for the economy is undisputed. Many scientific papers have been written on this subject but missing are papers on tools and ways to stimulate and develop social capital. This paper makes such an attempt.

Analysis and Pognosis of Renewable Energy Development in Lower Silesia Based on the Research Conducted

The purpose of this article is the analysis and the prognosis of renewable energy development in Lower Silesia based on a research questionnaire. The state of development of renewable sources in the first part of the article is introduced, in the second part are the results of inquiries with complex investigation of municipal offices. The third part concerns a survey conducted among local communities and their interest in renewable installations. The final part contains the prognosis for renewable energy development on Lower Silesia.

The Regional Transfer of Knowledge — in the Perspective of Opole Voivodship

The paper discusses the effectiveness of a knowledge management system which is the result of the efficient transfer of knowledge in the market environment, in this case between scientific institutions and other institutions and enterprises in the region. Careful analysis of the literature, past experience and results of studies carried out under the “Know-how — effective communication in the regional transfer of knowledge”, provided for the formulation and above all an understanding of the expectations of “recipients” of knowledge as to the object implementation and management process and knowledge transfer.

Possibility of Obtaining Non-European Union Students in the Context of Changes in Higher Education in the Opole Voivodship — Research Findings

The article presents selected results of research conducted at universities in the Opole Voivodship among foreign students. It included foreign students in the full cycle at the bachelor or master's degree. This topic was considered important because of the demographic changes in Poland and the growing interest in higher education in recruitment of foreign students, mainly from outside the European Union. The objective of the research was to identify the factors that attract foreigners to study in Poland and Opole province, identify barriers to their education in Poland and to establish whether they would be interested in staying in the Opole region or in Poland after study. It has been established that the main reason for the students from outside the European Union to study in Poland is the possibility of obtaining a diploma which is recognized in the European Union, which gives a better career start. The biggest barrier to study in Poland is the need to meet several formal requirements (including translation of documents). Over 1/3 of respondents intend to stay after graduation in Opole province, but the same group does not have definite plans for the future after graduation.

Development Perspectives for Renewable Energy in the Opole Voivideship

The article presents the current situation and forecast for development of energy production from renewable resources in the Opole Voivodship. The share of renewable sources in electricity and heat production in the region is 5.4%. The largest part in energy production from renewable resources came from biomass and hydro-electricity. Other sources are of secondary importance, although the planned investments could result in major changes in the direction of the dominant sources. Implementation of the intended investments may cause the increase of importance of other sources — wind energy and agricultural biogas plants.

The Level of Water and Sewage Infrastructure as an Important Element of Regional Development

The level of technical infrastructure, particularly in the range of water-wastewater is an important factor in stimulating rural development in the direction of its socio-economic function. The aim of the article is to explain the level of technical infrastructure in the range of water-wastewater management in rural areas. Presented in the article is an analysis of the condition of the water-sewage infrastructure in rural areas which leads to the conclusion that despite significant growth in recent years the amount of investment in this area and its conditions, is not sufficient. If in the coming years, intensive and effective steps are not taken, then the level of water management infrastructure — in spite of its major importance for the development of rural areas — will not be significantly strengthened. This would translate into the attractiveness and consequently the competitiveness of these areas, thereby reducing the possibility of multifunctional development.

Network Development on Polish-Czech Borderland — Euroregional Tourist Product

The aim of this article is to try answer the question if Polish-Czech Glacensis and Pradziad euroregions may become a coherent tourist megaregion, offering a unified network product. The article includes characteristics of tourism development factors in the Polish-Czech borderland and the analysis of transborder EU projects in Glacensis and Pradziad euroregions implemented thus far, with regard to its influence on tourism development in the area. At the same time the article presents case studies of working tourist networks in Europe and and throughout the world, which can be an example and inspiration for the creation of a Polish-Czech borderland product.
